BS 5852:2006 — Methods of test for assessment of the ignitability of upholstered seating by smouldering and flaming ignition sources.
This is the foundational British standard for upholstered furniture. It tests complete furniture composites — fabric, interliner, foam, and frame — rather than individual components in isolation. Two ignition sources are used:
- Source 0: A smouldering cigarette — simulates a dropped cigarette on a sofa cushion.
- Source 1: A butane gas flame equivalent to a match — simulates a small open flame.
- Sources 2–7: Progressively larger gas flames and wooden cribs, simulating escalating fire scenarios.
For hospitality applications, BS 5852 Source 5 (Crib 5) is widely specified. This test uses a wooden crib weighing approximately 17 grams as the ignition source, designed to simulate a wastepaper basket fire. Furniture that passes Crib 5 is considered suitable for medium-hazard environments including hotels.
BS 7176 — Specification for resistance to ignition of upholstered furniture for non-domestic seating.
This standard classifies seating into hazard categories — low, medium, high, and very high — and specifies the required BS 5852 ignition source for each. Hotel bedrooms typically fall into Medium Hazard; hotel bars, restaurants, and public areas fall into High Hazard.
EN 1021-1 and EN 1021-2 — The European standards equivalent to BS 5852 Sources 0 and 1 (cigarette and match). These are the minimum regulatory requirements for upholstered furniture sold in the EU.
United States
California Technical Bulletin 117 (CAL 117) — Requirements, Test Procedure and Apparatus for Testing the Smolder Resistance of Materials Used in Upholstered Furniture.
CAL 117 is the most widely adopted flammability standard in the United States. It focuses on the filling materials (foam, polyester fibre, etc.) rather than the complete composite. Foam must resist smouldering ignition from a cigarette. CAL 117-compliant foam is standard in most contract-grade upholstered furniture sold in the US.
California Technical Bulletin 133 (CAL 133) — Flammability Test Procedure for Seating Furniture for Use in Public Occupancies.
CAL 133 is a more stringent standard designed specifically for public assembly spaces — hotel lobbies, conference rooms, restaurants, bars, and theatres. Unlike CAL 117, which tests components, CAL 133 tests the complete chair or sofa as it would be used. The furniture must not exceed maximum heat release and smoke production rates when subjected to a large flaming ignition source. CAL 133 compliance is essential for hospitality furniture in high-occupancy public areas in California and is increasingly specified nationwide.
NFPA 260 / UFAC — Standard Methods of Tests and Classification System for Cigarette Ignition Resistance of Components of Upholstered Furniture.
NFPA 260 addresses cigarette ignition resistance of upholstered furniture components, similar in scope to CAL 117. The UFAC (Upholstered Furniture Action Council) classification system is based on this standard.
NFPA 261 / CAL 116 — Tests the cigarette ignition resistance of finished furniture composites.
ASTM E1537 / CAL 133 — The full-scale fire test for seating furniture in public occupancies, equivalent to CAL 133.
Australia and New Zealand
AS/NZS 1530.3 — Methods for fire tests on building materials, components and structures — Simultaneous determination of ignitability, flame propagation, heat release and smoke release.
This standard tests materials used in upholstered furniture construction. It is referenced by the National Construction Code (NCC) for commercial buildings. Furniture specified for Australian and New Zealand hotels should meet the relevant hazard classification under this standard.
International Maritime and Offshore
IMO FTP Code (International Maritime Organisation Fire Test Procedures) — For hotels on cruise ships, ferries, and offshore accommodation platforms, furniture must comply with the IMO FTP Code, which sets stringent requirements for flammability, smoke, and toxicity. How Fire-Retardant Furniture Actually Works

Inherently Flame-Resistant Fibres
Some fibres are naturally resistant to ignition and flame spread. Wool, for example, has a high ignition temperature, burns slowly, and self-extinguishes when the flame source is removed. It produces relatively little smoke. Leather, particularly thick, full-grain leather, is also naturally resistant to ignition. Blending these fibres with synthetics improves durability while maintaining some natural fire resistance.
Treated Fabrics
Polyester, cotton, and other combustible fibres can be treated with flame-retardant chemicals that inhibit ignition and slow flame spread. Common chemistries include phosphorus-based and nitrogen-based compounds that promote char formation, creating a protective barrier on the fabric surface. Back-coating — applying a fire-retardant layer to the reverse side of the fabric — is another common treatment method.
Barrier Interliners
The most effective strategy for contract-grade upholstery is the use of a barrier interliner — a fire-resistant fabric layer placed between the decorative outer fabric and the foam filling. When exposed to flame, the barrier chars and swells, forming an insulating shield that prevents the flame from reaching the combustible foam beneath. Common barrier materials include:
- Aramid fibres (e.g., Nomex, Kevlar): Inherently flame-resistant synthetic fibres with exceptional thermal stability.
- Modacrylic blends: Synthetic fibres with inherent flame resistance, often blended with other fibres for improved hand and cost-effectiveness.
- Fibreglass fabrics: Non-combustible, used in high-performance barrier applications.
- Intumescent-coated fabrics: Cotton or polyester fabrics treated with chemicals that swell and char when heated.

Standard polyurethane foam is highly combustible. For hospitality applications, CMHR (Combustion Modified High Resilience) foam is widely specified. It meets the requirements of BS 5852 Crib 5 when used with a suitable barrier and fabric.
The Composite Test: Why It Matters
A critical concept in fire safety specification is the composite test. Fire behaviour cannot be predicted by testing individual components in isolation. A fabric that passes a flame test alone may fail when combined with a particular foam. A barrier interliner that works with one fabric may not be compatible with another.
